PRO 12 STAFF CONFERENCE AT COTABATO CITY POLICE OFFICE (CCPO)

 

Police Regional Office 12– Conducted Staff Conference at Cotabato City Police Office, Pedro Colina Hill, Cotabato City on November 29, 2011. Spearheaded by the Command Group PCSUPT BENJARDI H MANTELE, RD PRO 12, PCSUPT LESTER O CAMBA, DRDA, and PSSUPT ROBERT R KIUNISALA, DRDO, together with the Directorial Staff of PRO 12 and our new appointed PSSUPT DANNY L REYES, City Director of CCPO.

The conference was formally started with an opening prayer led by SPO4 Raul B Romina, RESPO followed by the singing of the Philippine National Anthem initiated by PO3 Hydee Fegi.

 PSSUPT DANNY L REYES, CD, CCPO gave his welcome remarks. After which, Directorial Staff announcements, briefing and requirement follows.

First to present from R1 AC, RPHRDD, PSSUPT DANIEL C MAYONI gave further announcement regarding Admin Matters especially in qualification standards for appointment to PNP ranks and forthcoming PSFTP CL 2010-03 graduation and Badge of Honor activities.

R2 AC, RID, PSSUPT  ALEXANDER J SAMPAGA presented the updates regarding on kidnapping incidents in Midsayap and as well as the status of the rogue and lawless elements.

R3 PSUPT VICTOR VALENCIA, Deputy, ROPD presented the accomplishment on Anti-illegal gambling operations and Anti-criminality plan in all PPOs.

R4 PSUPT FRANKLIN ALVERO, Deputy, RLRDD he stressed particularly during the rank inspection for proper wearing of PNP uniform and mentioned updates regarding the status and logistical records of ammunitions.

 R5 AC, RPCRD, PSSUPT EDWIN S MINION, tackles about the upcoming yuletide season activities for showcasing respective offices for making inimitable design and artistically made of recycled and biodegradable materials.

R6 AC, RCD PSSUPT REX M DELA ROSA, by using PowerPoint Presentation he presented in regards to his duty line function such as Financial Matters, distribution allotments of MOOE and cash disbursement system.

R7 PSSUPT NORBERTO A BATISLAONG, Chief RIDMD, discusses and presented about Sensational Cases, like Shooting, Bombing, IED Explosion, Kidnapping and Car napping incidences. He also pointed out and emphasized the essence of warrant of arrest information system.

After deliberation of reports, issues and concerns an Open Forum were officially discussed led by Command Conference Moderator, PSSUPT ROBERT R KIUNISALA, DRDO.

Then followed by the Command Guidance of PCSUPT BENJARDI H MANTELE, RD PRO12. He reiterated that “all PNP leaders must adhere to what Chief, PNP had been always telling us, “It should be Zero Back Log” and you are credible persons in your Area of Responsibility (AOR) for maintaining peace and order situation and answering questions raised by the Media Practitioners.” He added, “Every Police Stations should enhance Police Integrated Patrol System “PIPS”, and make your station stronger and ideal by putting sense of uplifting your personnel through giving piece of good positive advice and inspirational encouragement towards work attitudes, keep away from vices, maintain being physically fit and presentable Policemen and women but most of all abide our constitution and follow the “Chain of Command” and lastly, let your people under your constituents that our presence must be felt positively, says RD MANTELE.

PCSUPT MANTELE, thanking City Director of Cotabato City Police Office PSSUPT DANNY L REYES for sponsoring the boodle fight.

The staff conference concluded at 02:15 o’clock in the afternoon same day with lots of information.

 

 

SPECIALIZED COURSE FOR WOWEN AND CHILDREN PROTECTION DESK (WCPD) OFFICERS CLASS 2011-07 CLOSING CEREMONY

 

Police Regional Office 12- PSSUPT ROBERT R KIUNISALA, AC, DRDO, OIC, RCDS together with PSSUPT DANIEL C MAYONI, C, RPHRDD attended the closing ceremony of ten (10) days Specialized Course for Women and Children Protection Desk (WCPD) last November 25, 2011 held at Multi-Purpose Hall, Tambler, General Santos City.

The WCPD participants are composed of forty-two (42) policewomen coming from different City and Provincial Police Offices of Region 12.

The specialized course is based on our Chief PNP’s Ten (10) Point Action Plan which states “Enhancement and Specialization of Skills” and the core objective of the said course is to elevate the investigative standard set by the PNP to the WCPD personnel handling investigation of crimes involving women and children. Likewise, it is designed to enhance their skills and knowledge in police works, duties and responsibilities being WCPD personnel.

The closing ceremony of the WCPD course/training started with the singing of the Philippine National Anthem followed by PRO 12 Hymn and invocation led by PO3 Girlie Gay S Sanado.

PINSP PHOEBE D VOLUNTATE, Chief, WCPD (SKPPO)/ Asst. Course Director gave her welcome remarks to the forty-two (42) WCPD participants. After which, PINSP VERDITHA T CRUZ, Chief, WCPD/ Course Director presented the WCPD participants for graduation.

On the other hand, Declaration of graduates was stated by PSSUPT DANIEL C MAYONI, Chief, RPHRDD.

Prosecutor Joyce Kho Mirabueno, from City prosecution office and assisted by PSSUPT ROBERT R KIUNISALA, Acting, DRDO, OIC RCDS during the distribution of certificates and awards.

During the duration of the course/training there were three (3) police women who excelled from the said specialized course. It is a matter of points based from their ranking status that made them on top. For the academic award first (1st) place is given to PO3 Rissa H Santos, PRO 12 WCPD personnel for having obtained the final grade of 95.97 % percent and for graduating number one (1) in a class. PO2 Fritzy Jane T Ferrer ranked number (2) two and obtained 95.60% percent while PO2 Sheila Amor P Layos ranked number (3) and for having obtained 95.35% percent.

Further, the guest of honor and speaker (Pros. Joyce Kho Mirabueno) was introduced by Acting DRDO, OIC RCDS ROBERT R KIUNISALA.

“You are now fully equipped as WCPD investigators and further enhance and actualize what you have learned from your course/ training especially, in collecting detailed facts and handling women and children related cases”, Prosecutor Joyce Kho Mirabueno gracefully said.

She also congratulated the forty-two (42) WCPD participants for surpassing the said course/training.

During her speech, she reiterated “What else can I asked for? Remember that you are inclined to your duty line functions which are bound to “serve and protect. “I believed, that the very essence of a woman is to serve her family in an utmost level of care and protect them from the cruel world they live in which in a way our society and community awaits us too. As proud members of PNP, do your part and contribute your share with kindness within your heart in protecting and saving the lives of children and women and as well the sacredness of our being feminine.”

The closing ceremony of specialized course for WCPD concluded 5:35 o’clock in the afternoon same day with festive of congratulations.

 

42 POLICE INSPECTORS FINISH PSOBC

 

           Police Regional Office 12 (General Santos City)– Forty-two (42) Police Inspectors graduated on November 22, 2011 at 10:00 o’clock in the morning from their mandatory Public Safety Officers Basic Course (PSOBC) held at Regional Training School, Camp Gregorio Daproza, Lanton, Apopong, General Santos City with PSSUPT DANIEL C MAYONI, Chief of Regional Personnel Human Resource Doctrine Development of PRO 12 as the guest of honor and speaker.

 The course was designed for Police Inspectors to further educate and equip the student officers of the basic knowledge in legal and administrative police procedural work and skills in field of policing. Also, this was made to prepare leaders for higher responsibilities.

 Course Director PSUPT RANIE P HACHUELA (DSC) presented the candidates for graduation followed by the Declaration of Graduates by Dr. Marcelino A Lipana, Vice President for Administration, PPSC &OIC, NPC. Afterwards is the distribution of Training Certificates and awards by the Guest of Honor and Speaker assisted by Marcelino A Lipana.  PINSP DOMINADOR L PALGAN JR Class President led the recitation of Alumni Pledge.

 During his speech, PSSUPT MAYONI emphasized “Opportunity knocks only once...so when it comes, grab it! Start to build-up now a career service reputation. As early as possible, come up with your plan on what you want to be. Never stop dreaming and always make ambitions. You just take what is good. You should apply and practice what you have learned and experience during your PSOBC. In everything you do always do your best and put your heart in it.” He also added, earned the knot of your leaders, so that you will also earn their respect and adulation.

 Moreover, he challenged the graduates to be the best leaders in the future. Being a leader is really a more pressing responsibility and they must be swift in addressing crimes. Nevertheless, a true leader motivates, teaches and inspires their men to grow.

  “An effective leadership must be founded on professional competence and ability to inspire others and lead by example. ” ,a quoted phrase best portray this newly graduated student officers.

 Meanwhile, among the 42 student officers, some received meritorious awards in both academic and non- academic subjects. PINSP RENATO T SALARDA being the topnotcher, followed by PINSP JOEL O DANLAG and PINSP BENJAMIN C MAURICIO JR. respectively. The Top Gun award was received by PINSP SENEN H BALAYON with a rating of 97.93%. Lastly, PINSP DOMINADOR PALGAN and PINSP DIOSDADO D ROMA received the leadership award for the leadership skills they have exhibited during the entire course.

 This batch was composed of 42 gentlemen coming from different regional offices particularly in PRO 9,10,11,12 and 13. The occasion was also graced by the instructors, family and friends of the respective graduates.

 The ceremony ended at exactly 12:30 o’clock in the afternoon with a festive of congratulations.

 

PRO 12 HOLDS FOUR (4) DAYS SEMINAR ON THE PNP MANUAL ON ANTI-ILLEGAL DRUGS OPERATION AND INVESTIGATION

 

Police Regional Office 12- The Police Regional Office 12 under the supervision of Police Chief Superintendent BENJARDI H MANTELE, Regional Director, PRO 12. Regional Headquarters conducted a four (4) days seminar on the PNP Manual on Anti-Illegal Drugs Operation and Investigation starting today November 22-25, 2011 held at RSTU building, Tambler, General Santos City.

This training is relevant in pursuance to the Ten (10)-Point Action Plan of the Chief, PNP, PDG NICANOR A BARTOLOME. “Enhancement and Specialization of Skills.” The said seminar focuses within the scope that pertains chiefly on Anti-Illegal Drugs Operation and premium Investigation. Mainly, the seventy (70) participants of the said seminar are from respective offices of Regional Anti- Illegal Drugs Special Operations Task Group (RAIDSOTG), Provincial Anti-Illegal Drugs Special Operations Task Group (PAIDSOTG), City Anti-Illegal Drugs Special Operations Task Group (CAIDSOTG) and Station Anti-Illegal Drugs Special Operations Task Group (SAIDSOTG).

The seminar started with the mass singing of Philippine National Anthem initiated by PO3 Anabelle I Malun and invocation led by SPO1 Laura Tingwasan. After which, welcome remarks was given by PSSUPT ROBERT R KIUNISALA, Acting DRDO / OIC, RCDS.

In his note, where he warmly welcome the presence of the training team/ representative and at the same time facilitator of the said seminar. PSUPT BERNARDO BORRINAGA, Chief, Intel and Foreign Liaison Division, PSUPT ISMAEL FAJARDO JR, Chief, Special Operations Unit-3 and PCINSP (ATTY) ROQUE MERDEGIA, Chief, Legal and investigation Division.

Meanwhile, PCSUPT LESTER OROPESA CAMBA, Deputy, Regional Director for Administration/ OIC, PRO 12 gave his message to all the participants of Anti-Illegal Drugs Operation and Investigation seminar. During his message, “We members of the Philippine National Police serve as an aid to the lead agency which is the PDEA in our war against illegal drugs. He added, with this seminar we are looking forward for an effective approach and more successful operations against illegal drugs in our area and we also include filing of cases in court a very essential process for us to have sufficient knowledge regarding proper procedures in handling cases related to illegal drugs.” says, PCSUPT CAMBA.

After which, lecture proper on Illegal Drugs Operation and Investigation follows. The opening ceremony for Anti Illegal Drugs Special Operations Task Group (AIDSOTG) seminar concluded at about 11:25  in the morning same day with creditable result.

 

PRO 12 RECEIVED AN INITIAL REPORT ON RECOVERED IMPROVISED EXPLOSIVE DEVICE

 PRO 12 GIVES HONOUR TO THE DESERVING POLICE OFFICERS

Police Regional Office 12- The Police Regional Office 12 under the supervision of Police Chief Superintendent BENJARDI H MANTELE, Regional Director, PRO 12 proudly presents and gives honour to the eight (8) deserving Police Officers and genially welcomes the distinguished visitor Atty. Caroline Anne Z Tajon from Public Attorney’s Office, Hall of Justice at Police Regional Office 12 Tambler, General Santos City yesterday November 21, 2011.

The traditional Monday flag raising ceremony (Distinguished Visitor’s Program) was started by the entrance of troops. During the program, the Philippine National Anthem was instrumentally played by PRO12 band, Invocation was led by SPO1 Laura Tingwasan and Panunumpa sa Watawat ng Pilipinas and Police Officers’ Pledge were initiated by SPO4 Celsa M Silvano and PSI BENITO ROTIA.

After which, awarding ceremony of the eight (8) deserving Police Officers is based on our Chief PNP’s Ten (10) Point Action Plan which states Strengthening the Reward and Disciplinary System under General Orders number 340 and 341 dated November 16, 2011 for meritorious and valuable services rendered to the Philippine National Police for the successful arrest of Almanzor Hadji Ali Y Maguid, the identified gunman of former Vice-Mayor of Maasim Sawab Pangolima and recovery from his possession and control was one (1) unit cal. 9mm pistol with magazine loaded with ammunition. Suspect was charged of murder under NPS docket No. XII-07-INQ-115-00126, issued by the OIC Provincial Prosecutor Hon. Felipe Vicente A Velasco.

 The Medalya ng KAGALINGAN was conferred to Police Chief Inspector LUROBE P ROJO by authority of Police Chief Superintendent BENJARDI H MANTELE, RD PRO 12 and same accomplishments were also given to the following Police Officers PINSP MARVIN V CARISMA, SPO1 Edmar I Iniba, PO3 Efren L Dalaygon, PO2 Bonifacio D Condes Jr,PO2 Zyrus R Fayloga,PO1 Jessie Q Intong and PO1 Almasir J Tingkasan.

 

The distinguished visitor and at the same time the Guest of Honor and Speaker ATTY. CAROLINE ANNE Z TAJON was introduced by the Chief, RPHRDD PSSUPT DANIEL C MAYONI for her inspirational message.

The focal point of her message is about the legal assistance Public Attorney’s Office could provide for PNP personnel (PO1-SPO4) especially on cases wherein personnel are sued in the performance of their official duties.

 She added, “Through such legal appointment were now able to help our public servant Police Officers under marginalized remuneration wage.” says, Atty. Tajon and she further discussed legal matters which Police Officers must adhere the said mandated orders and sort of any legalities.

The program concluded at 09:00 o’clock in the morning same day by giving of plaque of appreciation and memento to the guest of honor and speaker headed by PCSUPT LESTER O CAMBA, DRDA / OIC PRO 12.

 

PRO 12 HOLDS BASIC EXPLOSIVE ORDNANCE DISPOSAL COURSE CLASS 16-2011 CLOSING CEREMONY

 

Police Regional Office 12- The Police Regional Office 12 under the supervision of Police Chief Superintendent BENJARDI H MANTELE, Regional Director, PRO 12 conducted a three (3) month-training for BASIC EXPLOSIVE ORDNANCE DISPOSAL COURSE Class 16-2011. Out of those qualified only thirty (30) participants from their respective offices of Provincial Regional Office (9 &12), Philippine Bomb Data Center (PBDC), National Capital Region Police Office (NCRPO), Logistic Support Service (LSS) and Special Action Force (SAF) are about to graduate from (BEODC) specialized course today November 18, 2011 held at Regional Special Training Unit (RSTU) building, Tambler, General Santos City.

This training is in compliance to the Ten (10)-Point Action Plan of the Chief, PNP, PDG NICANOR A BARTOLOME. Enhancement and Specialization of Skills. Development of competencies, enhancement of individual skills and specialization with premium on investigation, resource management and disaster response skills.

The objective of the said training is for enhancement and upgrading of the specialization of skills to the EOD participants regarding explosive ordnance disposal and for keeping abreast of the new technology very useful incase of any potential attack of rogue elements. Likewise, may improved their knowledge and as well as their critical skills in identifying and disposal of bombs, for it will bring great impact to their duties and responsibilities in saving lives to our people as an EOD experts.

The closing ceremony of the BEODC training started with an invocation and followed by the mass singing of Philippine National Anthem. After which, welcome remarks were given by PSUPT REMIGIO B GREGORIO, C, EODD/ Course coordinator.

Followed by giving of an impression towards BEODC course by PCINSP GARRY C ALEGRE, Class President, BEODC CL 16-2011. 

 Further, Mr. ED SCHLACHTER, RSO/ATA Program Manager, gave his message to the BEODC participants. In his message, he gave thanks to the BEDOC participants for successfully completed the training, to their course director, lecturer and to all for those in behalf who facilitated the said course.

He added, “You are fortunate enough for being one of the best participants after taking and completing this course. It is indeed, our public responsibility relies on our hands for truly serving and for keeping our people safe.” says,   Mr. Schlachter.

In same manner, represented by PCSUPT LESTER O CAMBA, DRDA, PRO 12 in behalf of RD, MANTELE, also extending his gratitude to the BEODC participants, for surpassing and coping another challenge of duties and responsibilities of a truly member of the Philippine National Police which focuses on the enhancement of the ability of the personnel for responding towards unwanted incidences and for the ability of handling explosive ordnance eventualities and finally, for conducting a thorough investigation as to come up with an assessment that they could utilize to develop a sound plan in order to preempt such unlawful acts.

He added, “Being part of the BEODC unit is not an easy task and it is a dangerous assignment, yet I believe that our participants can handle these predicaments with the knowledge and skills that they have acquired from this training.” says DRDA, CAMBA.

Presentation of graduates was presented by SPO1 Nelson P Obebe, Asst. Course Director while PSUPT REMIGIO B GREGORIO, hand the declaration of graduates of BEODC CL 16-2011.

Meanwhile, the distribution of certificates and awards was initiated by PCSUPT FELIPE L ROJAS JR, CEO V, Deputy Director, Directorate for Logistics. And he was invited as the Guest Speaker of the BEOD Course. In his note, “Now that we embraced and obtained the necessary knowledge based on the Ten (10) Point Action Plan of the Chief, PNP. We should say that, “tayo bilang kawani at puwersa ng pamahalaan dapat pa tayong maging alisto, at maging alerto sa mga panahong ang ating mga kalaban sa gobyerno ay may pagkakataong tayo ay himukin at hindi natin sila hahayaang gumawa ng anumang hindin kanais-nais sa ating lipunan at pamayanan.” says PCSUPT FELIPE L ROXAS JR.

Finally, Presentation of Memento was given by PCSUPT LESTER O CAMBA, DRDA with Mr. ED SCHLACHTER to the Guest Speaker PCSUPT FELIPE L ROJAS JR.

The ceremony concluded 12:45 o’clock in the afternoon same day with creditable result.

 

PRO 12 HOLDS SPECIALIZED COURSE FOR WCPD OFFICERS

 

Police Regional Office 12- The Police Regional Office 12 conducted 10-day training for Specialized Course for Women and Children Protection Desks (WCPD) Officers to the 45 female police officers from different city/provinces police offices of region 12.

This training is in compliance to the 10-point Action Plan of the Chief, PNP, PDG NICANOR A BARTOLOME. Enhancement and Specialization of Skills. Development of competencies, enhancement of individual skills and specialization with premium on investigation, resource management and disaster response skills.

The objective of the said training is to elevate the investigative standard set by the PNP to the WCPD personnel handling investigation of crimes involving women and children. Likewise, to enhance their skill and knowledge in police works, its duties and responsibilities being WCPD personnel.

The opening ceremony of the 10-day training was held at the Multi-purpose Building, Regional Headquarters, Tambler, General Santos City with PRO 12 Chief, PCSUPT BENJARDI H MANTELE, who gave his inspirational message to the 45 participants.

In his speech, PCSUPT BENJARDI H MANTELE emphasized the need to improve the skills and knowledge of every WCPD investigators.  

“Ang training na ito ay mag silbing instrumento na kayo ay maging magaling at mahusay na WCPD investigator. Maliban sa mapaunlad ninyo ang inyong sarili sa pagkamit ng dagdag na kasanayan at kalaaman, mabibigyan kayo ng pagkakataon na makapaglingkod ng mahusay sa ating pamayanan.”
