PRO-12: In Control of BOL Plebiscite in COTABATO CITY

PRO 12 General Santos City- On the updates regarding the peace and order situation on the Bangsamoro Organic Law (BOL) Plebiscite in Cotabato City, Police Deputy Director General Archie Francisco F Gamboa, the PNP Deputy Chief for Operation, said that the PNP sees no problem and still in control of peace and order situation particularly in Cotabato City and in North Cotabato towns set to hold Bangsamoro Organic Law Plebiscite on February 6.

Deputy Director General Gamboa being the head of the PNP monitoring team over the historic BOL plebiscite at different areas of Region 12 as well as the 2019 Midterm Election said that PNP’s preparation played important role in any Election pointing out factors included in during preparation such as:

Identification of risk factors

Wherein the PNP place some barangays under monitoring due to possible presence of armed group of which one of the PNP’s main objectives is the dismantling of private armed group, criminal gangs under organized syndicated group.

Election-related Violent Incidents

He said that the PNP received reports about election-related incidents in some regions as a result places were placed under COMELEC control and one of which is Cotabato City following the IED explosion in front of South Seas Mall. Director Gamboa further said that possibly COMELEC control in Cotabato City would go as far as 2019 Midterm Election on May and not only for BOL plebiscite.

Loose Firearms

“We encouraged our uniformed personnel to perform Oplan Bakal, Oplan Sita and intensified Checkpoints to confiscate firearms especially unlicensed ones.” Said Deputy Director General Gamboa stressing that Police Officers, in plain view doctrine, presume that firearms seen inside the vehicle during the conduct of checkpoints are illegal and should immediately be confiscated since COMELEC banned firearms during election period.

He also reminded Police Officers who are manning the checkpoints under the intense heat of the sun to afford utmost courtesy and respect to the public and won’t abuse their powers and create so much inconvenience to motorists and commuters.

Best Security Equipment Provided for PNP PRO 12

The Deputy Director General is happy to see the Regional Mobile Force Battalion 12 personnel carrying Galil ACE firearms during the send-off ceremony for BOL. He said that the PNP Headquarter procured the best equipment to be used during police operations.
“We have provided you the best equipment and protective gear that you can use in the performance of your mandate especially during election and it is a very good procurement from Israel.” He said.

Reactionary Force Augmented to Cotabato

Around 8:30 in the morning after the flag raising rite in front of PRO-12 Admin Building, PRO 12 team of Reactionary Force who were augmented to Cotabato City started to pack-up their belongings and were sent off to Cotabato City at 10:00 a.m.

PRO-12 Regional Director PCSUPT ELISEO TAM RASCO has clearly instructed the PRO 12 contingents of their purpose in going to the venue of BOL plebiscite. He said that they have to really manage situations amidst tensions and put the interest of the public first.

The standby force of Police Regional Office 12 (PRO 12) went to Cotabato City on Monday morning, January 21 to back-up PNP personnel in placed to secure the conduct of Bangsamoro Organic Law plebiscite. They arrived in Cotabato City on board a bus.

Director Gamboa during his talk to PRO 12 personnel to do their utmost in the preparation for another BOL plebiscite in North Cotabato on February 6 which will also affect PRO-12 area of responsibility to help the PNP in securing the 2019 Midterm Election hoping that it will be smooth, peaceful and credible.

He lauded PRO 12 for its excellent performance in law enforcement and anti-illegal drug operation and for the support to the leadership of PNP CHIEF POLICE DIRECTOR GENERAL OSCAR DAVID ALBAYALDE
